Labour, Small Materials Programme Project Manager

The National Housing Trust is seeking to identify a Project Manager for its Project Appraisal and Management Department to oversee its Labour and Small Materials Programme (LSMP).

The incumbent will be responsible for developing housing units in schemes earmarked for construction under LSMP.

MAIN DUTIES:
Duties specific to the position include but are not limited to the following:

  • managing all LSMP projects
  • preparing project plans and coordinating activities to obtain project designs and approvals
  • reviewing project tender and evaluation reports, NCC submission documents, construction/services contracts and recommending/initiating action to address issues
  • participating in the development, implementation and review of operations, policies and procedures to guide construction activities
  • assisting with developing and managing the departments budget, operational, procurement and risk plans, and
  • developing project concepts with internal and external stakeholders and monitoring activities to ensure adherence to contracts and established regulations, standards, policies and procedures.

QUALIFICATIONS AND EXPERIENCE:
The successful candidate must have-

  • Bachelor’s Degree in Construction Management, Civil/Construction Engineering, Quantity Surveying, Architecture or equivalent accredited qualification from a recognized tertiary institution
  • Certification in Project Management
  • At least four years’ experience in a similar capacity, of which three must be at the managerial level.

Knowledge of:

  • GOJ laws and guidelines governing Procurement and Contract Administration and the construction sector
  • Technical and engineering principles
  • Construction management
  • Managerial principles and practices
  • Microsoft Office Suite and other relevant systems (e.g. GIS, Signature, etc.).

NB: Quantity Surveying certification would be an asset
Special conditions associated with the job include travelling island wide, on-caii including weekends and public holidays, working in a highly stressed environment and conducting site visits in volatile areas.
